That's exactly why I think it's Fulbright-san.
Kimblee-san and his partner blocked Fulbright-san last night. If he is the False Seer, he couldn't have dreamed of anyone. I think he used himself in that note because he's aware of his own role, but he didn't want to imply anything without proof.

We obviously shouldn't vote as a block unless somebody presents a compelling argument that can be made against our target, but I'm sure Tsukiyama will take care of that for us today. He did a good job at convincing most of the village to abstain yesterday.
